variable generation

have a list of individual and their affiliations at observation 1.

i want to simulate changes in affiliations, and these changes I want to base on observation 1.

For example I have have 500 different affiliations, thus i want to generate a variable within this set of 1 - 500, where e.g. 10% of the affiliations/observations change, the rest stay the same. Then based on observation 2, do another generation. I am certain there is a quick way to accomplish this in SPSS. Currently I was randomly sorting the indiv + observations and then selecting a set to randomly generate. But these seems inefficient. Tips welcomed!
