Rare data merging problem!!! HELP PLS!!!

I am frustrated by merging 2 large datasets recently. Basically, I have two incomplete dataset that I needed to merge them into 1. Dataset A contain data that Dataset B might or might not have. I want use dataset A as key dataset and add all the data on dataset B into dataset A by matching both case ID and variable name.

I have tried to use different ways such as add cases or add variables but it seems they were not working in my case. Is there anyone have any idea on my problem SPSS?

I don't know how many variables you have so, I don't know how practical it would be. However what I would have tried is to add "dataset b" as new variables and with "do if" command choose the "dataset a" as default and "dataset b" in case system missing.
