HELP with Coding

I am using SPSS V. 20 and I am hoping someone can help me correct a problem that I am experiencing.
I continue to get the following message in my output:

"Iteration was terminated but convergence has not been
achieved. The MIXED procedure continues despite this warning.
Subsequent results produced are based on the last iteration.
Validity of the model fit is uncertain."

I am running the following syntax:

MIXED log_Capital_Total BY amalgamation WITH Year Populations
/CRITERIA=CIN(95) MXITER(100) MXSTEP(10) SCORING(1) SINGULAR(0.000000000001) HCONVERGE(0,
ABSOLUTE) LCONVERGE(0, ABSOLUTE) PCONVERGE(0.000001, ABSOLUTE)
/FIXED=amalgamation Year Populations | SSTYPE(3)
/METHOD=REML
/PRINT=SOLUTION TESTCOV
/RANDOM=INTERCEPT | SUBJECT(CASE_LBL) COVTYPE(VC)
/SAVE=RESID
/EMMEANS=TABLES(amalgamation) COMPARE ADJ(LSD).
DELETE VARIABLES RESID_1.
EXECUTE .
