Using PASSWORD keyword in INSERT FILE command

Using PASSWORD keyword in INSERT FILE command

I'm receiving an error when executing the below INSERT FILE command:

INSERT FILE = 'Citizenship.spsx' PASSWORD='SPSS_P@$$w0rd'.

>Error # 290 in column 1024. Text: (End of Command)
>The file in the INSERT command could not be opened with the specified
>password.
>Execution of this command stops.

This is the correct password (I'm able to open the file manually, using this password). Am I overlooking an obvious mistake?

IBM's website gives the following example (in which the quotations appear unbalanced - which I've tried also, among other things, but that doesn't work).

INSERT FILE='/examples/commands/file2.spsx PASSWORD='swordfish'.
