Complex Sampling

Hi - I'm looking to create a random sample from 16,000 school districts (already have data). I want to stratify by both student enrollment and state, and also to oversample one demographic variable to account for underrepresentation. Do I need the complex sample module to do this, or can I somehow accomplish with basic SPSS package? I've read extensively on this, and can see how to do one of these three things at at time, but not all three (and remain unsure about the oversampling - maybe just weighting will accomplish the goal)? I have v. 24.

Help much appreciated. Thank you!

If understand then 'yes,' need the CS module but might also do the sample selection via a series of Select Cases and incrementally saving the subset sample then the next step would be applied to that file.
